I've never heard of failing inspection for a tiny chip in a windshield. Look on craigslist for "windshield repair" or in your locay yellow pages. A lot of those guys are mobile and they'll come to you. Prices are usually cheap, too, about 25 bucks.

In NY, a star up to 3 inches in diameter passes. You may want to look into your state's regulations. Your star just may pass inspection. You can get a star sealant kit from any auto parts dealer, but if the star has been there for a while, there is probably dirt particles in it already. If it fails, the only option is to get a windshield put in. Sometimes you can find installers who will put in used windshields. This will save a little dough.

Edit: Don't put stickers on your windshield. Depending on your state, in some states, this is immediate cause for inspection failure, and some cops will ticket you for it (obstruction of view)

You can purchase a windshield repair kit cheap at about any parts store. I know for certain that Advanced Auto sells them if it's any help to you. They are easy to use and only run a few bucks. A lot of (home) glass stores repair chips and small cracks in automobile windshields for around 25-50 bucks

Put on one of those fake bullet stickers at different spots on your car such as the fenders, doors, and other side windows and put one or two on your windshield and one directly over the crack. The inspector might glance over it thinking it was part of your crazy taste in stickers and not even notice that it was really cracked. Also depending on where it is exactly on your windshield as not to block the driver's vision but if the crack was in an area on one of the corners you could put any kind of decal such as oil change remainders or any car sticker that will cover the crack. Remember this only works if the crack isn't blocking the view of the driving. Small cracks not blocking the view of the driver should automatically pass inspections it is when it can be a visual imparity that it becomes a problem and needs to be repair or replace. Hope this helps in anyway. Let me know how it goes.
